The character didn't look familiar, but I noticed that the small script seemed to say...Doctor Bong? A quick Google search and I learned that he is indeed the super-villain Doctor Bong:
He was a journalism student named Lester Verde, but lost his hand during a freak guillotine accident during a rock concert. At some point thereafter he used advanced knowledge of genetic engineering to become the villain known as Doctor Bong. By striking his bell-shaped helmet, he can create vibrations with varying effects ranging from breaking stuff, to paralyzing victims, to teleporting Doctor Bong.
I'm not making any of this up.
