(I've always been partial to Iron Monger because I read Iron Man #200 as a young boy on the way to visit my dog for the last time (housed at the vet).)

This is not Iron Monger.
It is the cover to Marvel Adventures Iron Man #8, wherein Tony Stark has to build a steam-powered (mostly) Iron Man suit.
It's like a steampunk Iron Man, basically.
